The FAA Technical Committee (FTC) includes local and international technical experts within the FSI in respective sectors, i.e. Islamic Finance, Insurance, Capital Market, Conventional Banking and Corporate Programmes.

The roles and functions of the FTC are as follows:

  •  To review and approve certification, professional and academic programmes related to the Financial Services Industry (FSI) to ensure that the learning programme content is relevant in the context of international FSI's requirements and are of high quality in accordance with the criteria and principles of FAA; 
  •  To provide professional and technical advice on learning programme content and requirements for mutual recognition;
  •  To promote the quality assurance and accreditation initiatives of FAA globally;
  •  To provide guidance and advice to FAA management on the accreditation of learning programmes in meeting the needs of the FSI; and
  •  To act as ambassadors of FAA in promoting accreditation initiatives in the FSI globally.

Mr Zainal Izlan joined the Securities Commission (SC) Malaysia as the Executive Director, Islamic Capital Market & Market Development in January 2011. 

Mr Zainal Izlan has 25 years’ experience and international exposure in capital market, mainly in fund management. Previously, he was the Chief Executive Officer of i-VCAP Management Sdn Bhd, an Islamic fund management firm based in Malaysia. He began his career with Citibank before joining MIDF Amanah Asset Management. During his tenure with MIDF Asset, he held several positions covering research, portfolio management and business development. He was seconded to Schroder Investment Management Limited in London for two years and was part of the team managing equity investments in the Asia Pacific markets. His last position prior to joining i-VCAP was CEO/Director of MIDF Asset. He also held directorships in several companies in the MIDF Group.

He is presently a member of the Technical Committee of the Islamic Financial Services Board.  He is also a member of the Malaysian Institute of Accountant’s Islamic Finance Committee and the Finance Accreditation Agency (FAA)’s Technical Committee.  He was President of CFA Malaysia from 2001 to 2005, and Vice Chairman of the Malaysian Association of Asset Managers (MAAM) and Chairman of MAAM Islamic Fund Management Sub-Committee in 2010.

Mr Cox has held senior management positions within the banking and accountancy profession as Director, Risk Management at HSBC Insurance Brokers Limited and Director, Risk Management, Prudential Portfolio Managers. Formerly, he held a number of roles within the banking and audit professions including Senior Audit Manager (Compliance) at HSBC Holdings PLC and Senior Manager (Banking and Finance) at both BDO Binder Hamlyn and Arthur Young. He has significant expertise in enterprise risk management, risk-based internal audit, forensic accounting, money laundering deterrence, treasury, credit risk, liquid risk, operational risk and market risk.

Mr Cox is also an expert on international regulation including the rules promulgated by the Bank for International Settlements and the Financial Actions Task Force. Specific areas of expertise include model risks, the ICAAP, the ORSA, the ILAA, stress testing, scenario modelling and living wills.

Mr Cox is a Fellow, Co-founder and former Chairman of the Risk Forum for the UK Chartered Institute for Securities and Investments. A Fellow of Chartered Accountants in England and Wales (FCA), he was a National Council Member for 18 years. He holds a BSc Honours degree in Mathematics form University of London. He also represented the public interest in the review of the Institute of Actuaries for 10 years.

Emeritus Prof Rodney Wilson joined the International Centre for Education in Islamic Finance (INCEIF) as an Adjunct Professor in March 2012 and became a full-time faculty member in January 2013.

Prof. Rodney Wilson has been involved in the research and teaching of Islamic economics and finance for over 30 years and he founded the Durham University Islamic Finance Programme.

Prof. Rodney Wilson obtained his BSc and PhD from Queen’s University Belfast. He was formerly a Visiting Professor at the International University of Japan and the universities of Kuwait and Paris X. In 2009, 2010 and early 2012, he was a Visiting Professor at the Qatar Faculty of Islamic Studies.

Prof. Rodney Wilson has authored 12 books and over 50 articles. His most recent books are Legal, Regulatory and Governance Issues in Islamic Finance, Edinburgh University Press, 2012 and Economic Development in the Middle East, Routledge, London and New York, 2013.

Prof. Rodney Wilson has extensive consultancy experience including with the African Development Bank (2011 and 2012), the Qatar Central Bank (2010) and the Islamic Financial Services Board Working Group on Shari’ah Governance (2007- 2009).

Professor Kwon studied risk management and insurance at The College of Insurance (now the School of Risk Management of St. John’s University) (MBA) and Georgia State University (Ph.D.). He is also a Chartered Property Casualty Underwriter (CPCU) and is listed in the Fulbright Senior Specialist Pool. Prior to joining the School of Risk Management in New York City in 2002, he was an educator with Georgia State University (US) and Nanyang Technological University (Singapore), insurance regulator with Monetary Authority of Singapore and industry specialist with the American Institute for CPCU/IIA (now, The Institutes).

Besides his full-time commitment as Endowed Chair Professor at St. John’s University, he assists the International Insurance Society (as Board Member and Research Director), the University’s Center for the Study of Insurance Regulation (Director) and Asia-Pacific Journal of Risk and Insurance (Editor-in-Chief). He visits overseas universities, including Hitotsubashi University, Waseda University and Meiji University (all three in Tokyo), National Chengchi University (Taipei) and Southwestern University of Finance and Economics (Chengdu). He speaks frequently at meetings for intergovernmental agencies and industry leaders.

He has authored several books. Particularly, his co-authored (with Harold D. Professor Kwon is working with the International Insurance Society for the establishment of Research Network, a new platform for research and resource collaboration among 30 research centers around the world.

Mak Yuen Teen was the founding director of the Corporate Governance and Financial Reporting Centre (CGFRC) and Associate Professor of Accounting at the NUS Business School, National University of Singapore (NUS). He holds First Class Honours, Masters and PhD degrees in accounting and finance, and is a fellow of CPA Australia. From 2007 to 2009, he was on leave from NUS, and held the position of regional research director (Asia-Pacific) at Watson Wyatt Worldwide (now Towers Watson), a global consulting firm. From June 2011, he took a part-time role as Head of Research at KPMG Singapore, whilst retaining a part-time appointment at NUS. Prior to becoming an academic, he has also worked at the Securities Commission of New Zealand. Prof. Mak is a core member of the OECD Asian Corporate Governance Roundtable. Prof Mak was also a member of the Council on Corporate Disclosure and Governance (CCDG) from 2002-2005 and a member of the Corporate Governance Committee which released Singapore’s first Code of Corporate Governance for listed companies.

Prof. Mak teaches corporate governance and ethics to senior undergraduates and executives at NUS and conducts training for regulators, directors and other professsionals in corporate governance. He teaches the FIDE program for directors in Malaysia organised by ICLIF and also a program for nominating committee members organised by Bursa and ICLIF. He has also served a reviewer and developed materials for CPA Australia qualifications programme.

He has consulted for local and international companies, regulators and international inter-governmental organisations. He speaks regularly in conferences in Singapore and in the region, and is a regular commentator on corporate governance issues in the local and regional media. He has given talks to directors, management, internal auditors and ethics and compliance officers of Singapore, regional and multinational companies.

Prof. Mak developed the Governance and Transparency Index (GTI) covering all listed companies in Singapore, which is published by the Business Times, sponsored by CPA Australia and supported by the Investment Management Association of Singapore. He was the Singapore expert on the ASEAN Corporate Governance Scorecard and Ranking project, an initiative of the ASEAN regulators to raise corporate governance amongst large ASEAN companies.

Dr Cheah is a Fellow of The Chartered Insurance Institute (FCII), Fellow of The Institute of Chartered Secretaries and Administrator (FCIS) and a Member of The Chartered Institute of Arbitrators (MCIArb).

Dr Cheah has experience in the education industry that spans a period of more than ten years, beginning with a lecturing stint on a part-time basis with The Malaysian Insurance Institute which provide lectures and tutorials for adult working students preparing for professional examinations of The Malaysian Insurance Institute and Chartered Insurance Institute, UK. His involvement with The Malaysian Insurance Institute is extensive, in that, apart from conducting lectures, he prepares examination questions, marks examination scripts and co-authors the localisation of text books. This culminated with his appointment as a lecturer for the Asean Insurance Training Fund (AITF). The programme is promoted by ASEAN as a means of disseminating insurance technical knowledge to participants selected from members of ASEAN countries under an AITF scholarship programme.

Dr Cheah has also trained managers from well-established organisations such as Shell, Pacific Bank Berhad, MICPA and CIMB Aviva Life. Training programmes he has conducted include programmes on financial services technical matters, managing effectively, managing change and leadership skills.

Dr R. Bhaskaran is currently engaged as a mentor-consultant and Strategic Training Adviser to a MFI which has received in principle approval from the regulator for establishing a SFB. 

He has more than 4 decades of experience in the field of banking and finance, and training and development. He started his career as an officer with Bank of India (1975) one of the large PSU banks of the country.  From there he moved on to NABARD (1980) where he worked in various capacities and various business verticals such as refinance, project appraisal, strengthening credit delivery system, fund, treasury management (Treasury in charge), Bankers Institute of Rural Development (BIRD) an apex institute in agriculture banking promoted by NABARD as Joint Director and Director in charge.  In NABARD he reached the level of Chief General Manager (2002) looking after policy and operations for cooperative banks and institutional development. 

Thereafter he worked as CEO of Indian Institute of Banking & Finance (2004). His transformational leadership of IIBF is well known which made the institute possibly the largest and leading institute of bankers in the world. He improved the quality and delivery efficiency of the courses by updating the material and improving student services. He introduced many new courses based on the contemporary needs if banks in India. He used the disruptive power of technology to grow the institute. IIBF is now known for a large number of professional on-line certificate and diploma courses which it offers to the banking fraternity all of which are fully supported with E-learning and Video. IIBF has adopted various on-line systems for candidate application, payment of fees, examination and issue of certificates, in fact all activities of the Institute have been fully computerised. His passion for rural development resulted in the introduction of special courses for training the front line staff for financial inclusion. He was instrumental in IIBF publishing more than 50 specialised books in many banking subjects. In IIBF he designed and introduced five levels of qualification catering to five levels of competency.  IIBF was able to offer its courses across the country thanks to the innovative use of on-line testing and offering e-learning and web/video classes. Despite charging very nominal fee per exam IIBF’s balance sheet could grow 4 times during his 10-year tenure. In view of this he was able to move IIBF into a modern office cum institute premises and also establish a leadership centre for banking which offers advanced management courses and trainings. He spearheaded IIBF’s international foray and was able to customised the JAIIB and CAIIB the two professional banking qualifications of IIBF which enabled adoption of these courses by many countries. 

After his tenure in IIBF he worked as Director Centre of Excellence in Banking and Finance of NIIT University, Neemrana for about a year. 

Dr.Bhaskaran has published three books, four working papers and many articles in the area of banking and finance and capacity building. He has presented papers in International and National conferences. He has organised seminars and workshops in many countries. He has handled a large number of consultancies.  He is currently a board member in few companies and Member Board of Supervision of NABARD which is the apex body for supervising the Cooperative Banks and Regional Rural Banks in the country.

Dr Shehab Marzban is the Deputy Minister in the Ministry of International Cooperation of Egypt. 

He is also a Visiting Professor for Islamic Finance at Zayed University in the UAE and an expert in computer-based financial services with consulting, research and teaching experience in Islamic Finance, Funds and Decision Support Models.

Prior to this, he has worked with a number of startups in various capacities: Product Development Director and Head of Research for IdealRatings Inc., a San Francisco-based startup, and CIWI GmbH, a software service for grant and fund management in Germany.

He received his PhD specialising in Shariah-compliant Portfolio Management from the University of Cologne in Germany and has published papers in the areas of Shariah-compliant Crowdfunding, Entrepreneurship, Portfolio Management and Islamic funds which have appeared or were presented in numerous ranked international journals and events such as the Journal of Banking and Finance, the Banker, the Harvard Islamic Finance Forum, Cambridge University and UC Berkeley.

He has been a Visiting Fellow at the School of Government & International Affairs at Durham University in the UK and is currently a visiting lecturer at various universities in Europe, Malaysia and MENA and a co-founder and board member of the Egyptian Islamic Finance Association.

Mr Dawood Taylor was appointed Senior Regional Executive – Takaful, Middle East for Prudential corporation Asia in November 2008. In this capacity, Mr Taylor is responsible for developing Life Takaful throughout the region.

For the previous ten years, Mr Taylor was the General Manager of the Bank Aljazira Takaful Ta’awuni operation and has been at the forefront of Islamic Life Insurance development in Kingdom of Saudi Arabia and the Middle East throughout this period. He and his team developed the Takaful Ta’awuni programme, a hugely successful Islamic Life Insurance and Savings Programme for Bank Aljazira. He conceived and developed the initial Wakalah based Takaful Ta’awuni concept that is now the Islamic contract model of choice for most new Takaful operators.

The Bank AlJazira Takaful Ta’awuni programme has been honoured with various awards including the 2008 Euromoney Best Takaful Operator, 2007 KLIFF Best Takaful Operator, 2007 INSUREX Best Life Insurance Operator-Middle East, 2006 Euromoney 2006 Best Life Takaful Operator and the 2004 Islamic Finance & Banking Best Takaful Operator.

Previously Mr Taylor worked with Arab National Bank as the Head of Investment (Western Region) and previous to that headed a life brokerage operation in the western region of Saudi Arabia for an offshore Isle of Man insurer.

Mr Taylor is a member of the Islamic Financial Services Board Working Groups on Takaful Governance, Takaful Solvency and Risk Management in Takaful and is also a member of the International Cooperative and Mutual Insurance Federation Intelligence Committee. He speaks frequently at conferences and has published a number of articles, both locally and internationally. He has also been invited to advise on Takaful to the UK Treasury.

Ms Baljeet Kaur Grewal is Managing Director for Strategy and Portfolio Investment at Samruk-Kazyna. She is also a Visiting Fellow at Cambridge University, UK and is the former Managing Director & Vice Chairman of KFH Research Limited. In her capacity, Ms Baljeet headed the Global Economic & Investment Research and Advisory teams at KFHR, the first Islamic bank worldwide to have a notable research presence in Islamic finance.

Ms Baljeet was formerly the Head of Investment Banking Research at Maybank Group, Malaysia. Prior to that, she was attached to ABN AMRO Bank and Deutsche Bank, London, with experiences ranging from Credit Structuring, Loan Syndication and Economic & Capital Market Research. She has extensive experience in investment banking, having participated in notable Islamic fund raising transactions in Asia & the Middle East as well as in strategic planning and execution of investment banking organisational change. To date, she has undertaken research in Islamic finance with a principal focus on debt capital markets and Sukuks in emerging markets.

She has written and published numerous articles and papers on Developing Economies & Debt Markets, Islamic Debt Structures and South East Asian Economies; and has addressed numerous international Islamic conferences and forums. Since its inception, KFH Research Limited has been awarded 14 international awards of global excellence, and is widely regarded as the Best Islamic Finance research house globally.

Ms Baljeet has a 1st Class Honours degree in International Economics from the University of Hertfordshire and an MBA from University of Cambridge, UK. She was the recipient of the prestigious Sheikh Rashid al-Makhtoum Award for Regional Contribution to Islamic Finance in Asia 2006, as well as numerous accolades honouring women in Islamic finance. She is also a regular speaker on Islamic Finance at University of Cambridge, UK.

Gerald Ambrose is the Chief Executive Officer of Aberdeen Islamic Asset Management Sdn Bhd, the group’s Islamic fund management hub. He joined Aberdeen Asset Management in 2005 after the company was selected to be the first licensed foreign-owned fund manager under the government’s Special Scheme.

Previously, Gerald was an institutional sales director covering ASEAN equities at Kim Eng Securities in Singapore, HSBC James Capel in London and BNP Paribas Securities London, the latter sending him to set up the institutional broking operations of its associate, Mohaiyani Securities Sdn Bhd, in 1990. Prior to that, Gerald served as a submarine officer in the Royal Navy 1980 – 1987.

Gerald Ambrose graduated with an MA (Honours) degree in Land Economy from Pembroke College, Cambridge University.

Mr Lee Kha Loon is currently the Board Member of the CFA Society Malaysia. Mr Lee held various positions during his 14 years tenure including Special Projects Director, Head of Asian Operations, Senior Policy Director and Head of Standards and Financial Market Integrity at CFA Institute.

His main focus at CFA Institute had been to focus on engaging with regulators, investors, industry associations, CFA member societies and the media in addressing issues relating to ethics and market integrity in our financial markets. He started and spearheaded the Asia Pacific group as part of a global team with staff in New York, Charlottesville, London and Hong Kong.

Mr Lee also authored and co–authored a number of research papers with his colleagues as part of the engagement process, and which helped establish CFA views and positions on the relevant subjects such as related party transactions, Real Estate Investment Trust (REITS) Governance and periodic reporting by retail funds. As such he was heavily involved in corporate governance reforms in the region, particularly in ASEAN, India, Japan and China. His involvement includes consultations with the various stock exchanges, securities regulators, public seminars and private forums to debate and discuss national reform agendas. He has been an active member of The Organisation for Economic Co-operation and Development (OECD) Roundtable, an influential group that consists of securities regulators and stock exchanges, which develops and sets benchmarks for corporate governance reforms in the region.

Mr Lee was a regular speaker at investment seminars and forums in Asia on issues of market integrity and regulation of investment products post Lehman Crisis.

He was responsible for setting up the Asian operations in Asia in 2001, and planted the seeds for the growth of the CFA programme in Asia between 2001 and 2004. That last 13 years had seen exponential growth of the CFA programme in Asia. He was involved in grading CFA exams for six years and worked on the curriculum and exams when working with CFA Institute in Charlottesville in 1999 and 2000.

Prior to this, Mr Lee was attached to Securities Commission of Malaysia where he pioneered and set up the Securities Industry Development Centre. He was also a member of the Asia-Pacific Economic Cooperation (APEC) working group for securities regulators and involved in was International Organisation of Securities Commissions (IOSCO) activities for emerging markets.

Md Adnan Md Zain was the Chief Executive Officer (CEO) of MCIS ZURICH Insurance Berhad. He began his career in the banking industry with Standard Chartered Bank (SCB) in 1981. During his tenure with the SCB Group, he held various senior positions, including the head of a key regional corporate banking project based in SCB, Hong Kong from 1990 to 1992. He was the Head of Global Electronic Banking, reporting directly to the Group Head Office in London, prior to leaving SCB in 1995.

He then held various key management positions within the banking industry, including the Acting CEO of Alliance Merchant Bank in 2003. He joined MCIS ZURICH Insurance Berhad in April 2005 as its Deputy CEO and was subsequently appointed CEO in February 2006. Md Adnan was elected as President of Life Insurance Association of Malaysia (LIAM) for two terms in 2009/10 and 2010/11. He was also the Chairman of Malaysian Life Reinsurance Berhad from 2009 to 2011. Currently, he sits on the Board of Malaysian Rating Corporation Berhad (MARC) and the Board of the Malaysian Insurance Institute (MII).

Mr Mohamad Salihuddin Ahmad, Chief Executive Officer, AmMetLife Takaful Bhd, has twenty four years of experience in the insurance industry and his experience has taken him through the whole cycle of Life and General insurance covering both retail and corporate businesses, and marketing and operations of various distribution channels covering agency, banca assurance, branch and corporate intermediaries.

He was the Executive Vice-President of Marketing & Sales Support Division for Mayban Fortis Holdings Berhad until December 2005 before he was promoted as the Chief Executive Officer of Malaysia National Insurance Berhad (MNI), after which he decided to take up the challenge to spearhead the new Takaful setup, Prudential BSN Takaful Berhad (PruBSN) in June 2006. PruBSN is the number one Takaful New Family Business Operator in Malaysia.

In September 2009, Mr Mohamad Salihudin left PruBSN to join Great Eastern Group to spearhead another challenging task of establishing Great Eastern’s Takaful strategy both in Malaysia and regionally.

Under his leadership, Great Eastern managed to secure one the four Takaful licenses issued by Bank Negara Malaysia on 1 September 2010 and was the first to launch on 10 December 2010.

Mr Navin Pasricha is the Chairman of the specialist consulting firm Columbus Circle Governance (CCG), with offices in Malaysia and Australia. He is an independent director of the Australian finance company Acquire Capital, a member of the Audit Committee of the Asian Football Confederation and Chairman of a number of private companies related to consulting and publishing.

Prior to establishing CCG in 2001, he was the Chief Risk Officer for RHB bank. His career has also included time as an Executive Director with PricewaterhouseCoopers, a General Manager with ANZ Grindlays Bank in Australia and General Manager of Audit with one of Australia’s largest companies Coles Myer.

Navin is a prolific writer and speaker on corporate governance matters and in addition to many topical articles he has written two industry standard manuals for practitioners called ‘Auditman’ and ‘Audit Committee Adviser’. Navin was also the project director for the development of a KLSE guide ‘Guidance for Directors on Controls’ and he has been a Governor of the Institute of Internal Auditors in Malaysia and in Victoria, Australia.
